<OT> Optimal List problems

Dear Optimal Listers,

The List was experiencing some problems over the past few weeks, which 
is why you're being hit with a number of new ROA announcements that 
have already been on ROA for as long as a couple of weeks. My apologies 
in particular about a last call for papers not having gone through to 
members of the list.
