<OT> List Dequeueification

Dear Optimal List folks,

To explain the mini-deluge of messages you are getting from this List:  
the List was down for the past 2-3 weeks or so, but it's back up now 
and so you're getting what's been in the queue.  Apologies for the 
delay, especially in the case of the two job announcements.  (The three 
Archive submissions are brand new, so there's no delay there.)
