[Lign251] lecture notes update

Hi everyone,

I've cleaned up the rest of chapter 5 (confidence intervals & hypothesis
testing); this definitely covers everything we'll be doing Tuesday.  The
updated version is online at the same URL as before.  My goal is to
finish chapter 5 Tuesday (I'll bring copies of the complete chapter) but
we'll simply see how far we get.
