[Lign251] clarification on hw4, problem 1b

Hi everyone,

Here is a bit of clarification for hw4 problem 1b.  Instead of using a 
variety of choices for the parameters a and b (as you did in 1a), just 
choose one pair of values for a and b, and look at size of the 
confidence interval as a function of x and n.

I've changed the online version of the homework to make this clear.
